About the Journal

The Journal of Civil Protection and Rescue (JCPaR) is an international scientific journal published by the Faculty of Mining, Ecology, Process Control and Geotechnologies (FBERG) of the Technical University of Košice (Slovakia).

The journal is a peer-reviewed electronic periodical dedicated to the advancement of knowledge in the fields of civil protection, crisis management, population protection, integrated rescue systems, security studies, emergency management, and humanitarian logistics. The journal provides a multidisciplinary platform for researchers, academics, policymakers, and practitioners to disseminate original scientific findings, innovative methodologies, and practical applications related to safety and security sciences.

The journal publishes high-quality peer-reviewed original research articles, review papers, theoretical studies, analytical contributions, and case studies addressing contemporary challenges in risk management, disaster preparedness and response, emergency planning, resilience building, critical infrastructure protection, public safety, and humanitarian operations. Special emphasis is placed on interdisciplinary approaches that contribute to the development of effective strategies for preventing, mitigating, and managing emergency and crisis situations, and for recovering from them.

Through the dissemination of scientifically rigorous and practically relevant research, the journal aims to support evidence-based decision-making and promote the continuous development of safety, security, and resilience at local, national, and international levels.

Submitted manuscripts should contribute significantly to the international literature, even if their focus is regional. Manuscripts should cite the relevant international literature, should clearly state what the wider contribution is (e.g. a novel discovery, the application of a new technique or methodology, or the application of an existing methodology to a new problem), and should discuss the importance of the work in an international context.

Since 2026

Founded in 2026, the Journal of Civil Protection and Rescue is published twice a year (5–10 articles per issue). The official language of the journal is English.

Review Process

The Journal of Civil Protection and Rescue uses a double-blind peer review process for all newly submitted manuscripts. All submissions are initially assessed by the Editorial Board for their suitability. Papers deemed suitable are then typically sent to a minimum of two independent expert reviewers to assess their scientific quality. The Editorial Board’s decision on the acceptance or rejection of articles is final. The entire publication process may take three to five months; however, the final publication date depends on the number of manuscripts already awaiting publication.

Article Submission and Publication Fees

There is no article submission charge or article processing charge (APC) for authors – publishing in the journal is free of charge.

Open Access

This is an open access journal, which means that all content is freely available to users and their institutions. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author. This is in accordance with the BOAI definition of open access.

Plagiarism, Multiple and Simultaneous Submission

The journal publishes original research results that have not been submitted for publication elsewhere. If particular sections overlap with already published or submitted content, authors are obliged to acknowledge and cite those sources. Authors should provide the editor with a copy of any submitted manuscript that might contain overlapping or closely related content. The journal will not consider manuscripts showing clear signs of plagiarism in any form, or of duplicate, multiple, or simultaneous submission. In practice, the journal rejects:

manuscripts submitted to several journals simultaneously, as well as multiple manuscripts based on the same research;
manuscripts in which authors reuse substantial parts of their own previously published work, including paraphrased text (self-plagiarism or duplication);
manuscripts that add only minor additional results to a previously published paper;
manuscripts already published in another language and submitted without informing the editor and providing an appropriate explanation;
manuscripts in which the author attempts to publish someone else’s work (plagiarism).

Copyright Notice

The authors are required to sign the Authors’ Statement before their manuscript is published. By signing the statement, the authors assign, convey, and otherwise transfer all rights, title, interest, and copyright ownership in the manuscript to JCPaR when the journal accepts it for publication. All accepted manuscripts become JCPaR’s property and may not be published elsewhere. Authors may use parts of the manuscript in subsequent works without asking JCPaR’s permission, provided that the original article is properly cited.
